At exactly $200 in eligible list-price purchases, 40% off gives $120 before any separate charges. Buying extra items to meet the minimum still increases spending.
The official FAQ describes one eligible 5+ letter name free for its first year, or an equivalent discount, for qualifying addresses. Criteria include Coinbase Verification and specified historic credentials. The highest eligible discount applies once per address.
